PANAJI: Yoga guru Baba Ramdev, who has plans to field candidates from Goa in his newly-launched party for the next Lok Sabha polls, tried to woo locals in Panaji on Friday by commenting on the topical issues of medium of instruction in primary schools and illegal mining. He also demanded that restrictions be imposed on the entry of Indians into casinos in Goa.

Claiming to back regional languages Konkani and Marathi as the medium of elementary instruction, Ramdev said, “In no other country is a videshi language the medium of instruction in schools, except in India. By trying to introduce English as a medium of instruction in schools there is a deliberate attempt by a few to destroy our culture, language and heritage.”

“If English is introduced as the medium of instruction in schools then Bharat Swabhiman Trust (BST, which organised a public meeting recently) members will come on the streets in protest,” Ramdev said.

According to the yoga guru, the medium of instruction for both schools and professional colleges should be in the regional languages. “When engineers and doctors in China and France can learn in their local language, then why not Indians?” he asked.

He added that BST would take up an anti-mining campaign in Goa by bringing activists under one banner. “Illegal mining should be stopped immediately and the government should charge miners 25% to 50% royalty. Illegal miners have joined hands with politicians to loot Goa,” he said.

‘App’ named Word of the Year 2010

High school English teachers are crying into their textbooks over the American Dialect Society’s choice for Word of the Year’ – ‘App’.

The abbreviated tech slang for a computer or smart phone application beat out another word that would have had language purists tearing their hair out even more.

Nom’ – a chat, tweet, and text-friendly syllable that connotes yummy food’ – was the runner-up.

It derives from the Sesame Street character Cookie Monster’s sound as he devours his favourite food, and was popularised on blogs such as LOLcats, reports the Daily Mail.

BP’s oil spill in the Gulf of Mexico spawned many 2010 nominees, but none made the final cut, not even spillion’, defined as an immeasurable number, in reference to the billions of gallons of oil that spilled into the ocean.

App was chosen by the linguist group as the word that best summed up the country’s preoccupation last year.

Critics complained the word was somewhat stale, while proponents said 2010 was the year the word became omnipresent – with one arguing that her elderly mother knows the term, even though the woman doesn’t have any apps.

Nom’ supporters simply liked its cheeriness.

“Some years there’s a very clear choice,” said Allan Metcalf, the Dialect Society’s executive secretary. In 2001, for instance, the Word of the Year was 9/11.

“I think this past year there wasn’t anything clearly dominant, but there’s no question ‘app’ is a very powerful word,” added Metcalf.

Tweet’ and Google’ were last year’s Word of the Year’ and Word of the Decade’.

MUMBAI: That the US and the UK are the most popular destinations for management studies is not big news. But the findings of a survey conducted by the Graduate Management Admission Council (GMAC), which conducts GMAT, a B-school entrance test used globally, have thrown up some surprises.

Number 4 on the list of the Top 10 preferred destinations for B-school aspirants is India, with Canada at No 3. Israel and Spain are the other surprise entrants.

According to experts, India’s foray into the elite league has a lot to do with the emergence of institutions such as the Indian School of Business, Hyderabad, which was ranked No. 12 globally in the Financial Times ( London) Global MBA rankings earlier this year. The IIMs, which use GMAT as an entrance test for their executive MBA programmes, are also responsible for India’s popularity.

”B-school aspirants are looking at a return on their investment, and with the investment being lower for management education in India when compared to the US and the UK, the returns are higher,” said an expert. Many feel that India can soon emerge as a hub for management studies amongst Asian countries such as Singapore and the Philippines as the country will be a far less expensive destination than western giants.

Although making it to the US has, for long, been the great Indian dream, it is not the only North American country that’s attracting desi students. Many are now making a beeline for Canada, which not only has a robust economy and liberal visa policies but also promises good job prospects. ”In testing year 2010, India was the top foreign country that sent score reports to Canadian graduate management programmes,” reveals GMAC’s survey.

According to the report, 78% of full-time MBA programmes in Canada received the largest number of foreign applications from Indians. Not surprisingly, all Canadian management programmes that recruited foreigners targeted India, as did 44% of European programmes that undertook special recruitment efforts to attract overseas candidates.

On the day of the exam

The candidate should reach the exam centre at least two hours before the reporting time. In all likelihood, there will be quite a few students at the exam centre — do not get intimidated by them.

You may also see some students referring to books or discussing questions. Just ignore them. Before you enter the examination hall, use the rest room if need be. In general, once the test starts, you will not be allowed to leave the examination hall until the test is over — it takes close to four hours from the reporting time.

Do not approach the examination with any expectation about the pattern of the test, the composition of the sections or about the models of questions that are likely to appear. Any such speculation will only heighten your anxiety.

If the table/chair/monitor/keyboard are not proper, please ask for a replacement or a change in the position before the exam starts — once the exam starts, the invigilator may not entertain such requests.
Keep proper track of the passage of time — make sure that you keep looking at the timer on the screen regularly throughout the test. Go through the 15-minute tutorial carefully and make a note of the number of questions in each section, number of choices and the marking scheme and negative marking. Remember that the test duration is 135 minutes (2 hours and 15minutes).

Once the test starts, scan through the paper for the first two to three minutes using the REVIEW button. Depending on how the test is organised, distribute the time over various sections — and adhere to the time limits that you set for yourself. Remember, that there will be easy questions in all sections — your focus should be on attempting all the easy questions before you decide to attempt the difficult or the more time-consuming ones.
Do not worry if the test is difficult. Remember that all the other students appearing for the CAT that day will be taking the same test on that day.

Avoid blind-guessing and marking answers indiscriminately. However, if you are able to eliminate 2/3 choices (out of the 4-5) on a proper basis, then, it is not advisable to leave out such a question even if you do not know how to solve it — it may be worth selecting one of the other two choices as your answer. However, this should be done only after making a sincere attempt at solving the question properly.

As soon as you solve a question, make sure that you mark your answer on the screen (by clicking the appropriate oval/circle/box). Do not jot down the answers on the scratch pad with the intention of marking them on the screen later on. While answering the test, do not waste your time counting the number of questions that you have answered.
Points to remember, two days before the exam

* Work towards reducing the pressure on yourself
* No serious preparation – just browse through what you have already worked on
* Do a recce of the test venue to acquaint yourself with the route and get an idea about the time it takes to get there
* Carry all relevant documents including the CAT2010 Admit card, Photo ID and SC/ST certificate (if applicable)
* Do not expect any pattern or cut-offs for the paper
* Scan the paper using the REVIEW button and distribute the time over various sections
* Do not worry about the difficulty level of the paper – focus on locating easy questions and answering them
* Mark your answers on the screen for each question as soon as you solve it
* Keep track of time
* Do not lose heart if one section goes bad, it may be the same with everyone else
* No blind guessing of answers

Harvard Business School has received a US$50 million gift from India’s Tata Group, the largest gift from a foreign donor in the school’s 102-year history.

Harvard says the gift from the international conglomerate will fund a new academic and residential building on the business school’s Boston campus for its executive education programs.

Ratan Tata, chairman of Tata Sons Ltd. and a graduate of the school’s advanced management program, made the announcement Thursday with business school Dean Nitin Nohria and Boston Mayor Thomas Menino.

Harvard hopes to break ground next spring for the new Tata Hall.

Melbourne: Having a bad job is worse for your mental health than not having one at all, new research suggests.

In the study, Australian National University (ANU), researchers found that people who remained unemployed were likely to be happier than those who gained employment in a `poor` job.

The researchers defined a poor job as one with little job security, an unrealistic workload or little control over managing workload, or no prospects.

Previous research has shown that employed people have better mental health than unemployed people, so efforts to promote mental wellbeing and social inclusion focus on getting people back to work.

But it`s not that simple, says Dr Liana Leach from ANU`s Centre for Mental Health Research.

“Any job is not necessarily better than no job at all. And it`s not about a particular type of job. Poor conditions can occur in any kind of occupation,” ABC Science quoted Leach as saying.

The researchers studied around 4000 people living in Canberra and Queanbeyan. Participants completed a survey about their employment status and conditions as well as their mental wellbeing. The same survey was repeated four years later.

The findings are important for both employers and programs aiming to get people back to work, says Leach.

The study has been published in the journal BMC Public Health.

“How the fragments view the nation” was an eye-opening paper by B. Narayan of the G.B. Pant Social Science Institute, Allahabad, Uttar Pradesh. The author interviewed various Dalit villagers in the villages of Shahabpur and Shivpuri near Allahabad. He discusses the various aspects of the spectacular rise of the Dalits in the last twenty years. He also discusses the impact of Dr. Ambedkar and the immense admiration the Dalits have for him.

What struck out first was the response of the second villager he talked to, Munnan Kasai,

Predictably, he also knows nothing about the nation but he said that in the year 1971 (when a patriotic war was fought with Pakistan over the independence of Bangladesh and when patriotism was rampant), a Congressman called Ram Baran Upadhyaya came to the village and inspired him to sacrifice himself for the nation at the war front. Ever since, he has kept his sharpened knife (used for slaughtering goats) in readiness.

In those years the Dalits were a Congress constituency, but this response indicates to me that modern India is the first state in the history of India that the Dalits will fight for. I can imagine in the previous centuries when India was invaded, plundered etc., Dalits being justifiably ambivalent about the whole affair. After all, an old set of oppressors being replaced by new ones. Indeed, the high rates of political participation by the lower castes indicate to me that perhaps they genuinely feel that the current political system is their best hope to end centuries of injustice.

The interview that gave me the most reason for hope was the one with a Ram Baran of the Chamar caste. He had a university education and was teaching in a private school nearby. He subscribed to two newspapers, Majhi Janta (Marathi) and Bahujan whose role Narayan describes,

One of the leitmotivs of these newspapers is the (unacknowledged) role of the dalits in the Indian freedom struggle and in the making of the nation. This they do to stake a claim on public life in India today, which is, or was, until recently, conspicuous by the absence of dalit figures.

This illustrates two points, one that the Dalit movement is not simply a caste based ‘vote bank’ political gimmick, it is a dynamic self-awakening by a marginalized group to stake their claims to a society’s resources. Second, it shows how the general attitude of the upper caste Hindus has morphed from oppression to ignorance, they fail to recognize that the Dalit identity is very real and distinct from that of the twice-born upper castes. Narayan says,

The crucial component of Ram Baran’s ‘nation’ is a historic betrayal: the dalits built the railway lines, factories and other infrastructures only to be appropriated by the upper castes.

This bears some similarities to African-American nationalism in America.

Narayan also points out the general nature of democracy in India is “quite imperfect” and that organization and mobilization is often needed by the marginalized groups to represent oneself. He points out that the Dalit press was an important step towards this mobilization. The Dalit elites have actively informed and mobilized their masses for political representation. This is to be contrasted with the Bollywood nationalism of India’s middle classes which have failed to make their mark on the Indian political scenario, whereas for the Dalits,

they had to interpret nationalism and Indian history from a ‘dalit’ point of view because it was only by becoming an interest-group within India’s body politic, they could claim special privileges for themselves in the form of affirmative action by the state.

Some of the tales from the Dalit print media were heart-rendering, a Chamar of Shahabpur narrated his tale,

‘‘I’m Pyarelal. I want to tell you about the past of the Chamars. Earlier jhakhars (long grass reeds used for sweeping the ground) were tied around our feet to clean the ground where we walked. In case a few footprints got left behind, the upper castes used to walk down the road only after the wind or an animal had cleared those away. When our children went to school, they were made to sit on the ground while the upper castes sat on mats. When they drank water, they were cautioned not to touch the lota (vessel) or it would become polluted.’’

I dont know how many such stories have been enacted across thousands of villages across our country’s heartland but they remain a much bigger national shame for us than a lack of Olympic gold medals or any infrastructure deficiencies.

Finally, Narayan points out the prominence of the Amedkarite version of nationalism among the Dalits,

These are thus two archetypes or models of Indian nationalist, one dominant and the other (the Ambedka(r)ite) emergent. In dalit imagination today, however, the Ambedkarite version is increasingly becoming dominant while the Gandhian version is gradually fading.

For Ambedkar, freedom (including that of the Dalits of course) was more important than independence. Pyarelal said,

The births of Ravidas and Ambedkar were great blessing for the lower castes. We now have the right to education. We can get jobs. We can now sit and chat with you. But still much remains to be done.

The U.S. gets a lot of bad press for the failures of its education system, and some of the supporting data is frightening. A study by the Department of Education found that 30 million adults in the U.S. are functionally illiterate. Another Department of Ed report ranks the U.S. at 35 out of 57 countries for mathematics literacy among 15-year-olds.

But when it comes to higher education, no one on Earth does better than the U.S., according to a new study by Times Higher Education (THE), a London magazine that tracks the higher ed market. Its 2010-’11 annual World University Rankings is dominated by U.S. schools. They hold 72 places among the world’s top 200, including all the top five. Great Britain is a distant second, with 29 universities making the cut.

“Money talks,” says THE’s rankings editor, Phil Baty. He points out that the U.S. spends 3.1% of its gross domestic product on higher education, which is more than any other of the advanced nations in the Organisation for Economic Co-operation and Development and twice as much as the average. However, spending by the U.S. on primary and secondary education, as a percentage of GDP, is on par with most developed nations and lags behind Belgium, Denmark, Sweden and Britain.

THE’s top-ranked school is Harvard University, which is the oldest U.S. institution of higher learning, having been established in 1636 (Harvard ranked No. 8 in Forbes’ own annual ranking of colleges). Harvard finished first on THE’s teaching component and also scored highly on the impact of its research, which is calculated by looking at the papers produced at each institution and counting the number of citations they get.

THE revamped its methodology this year, with reduced weightings for the subjective results of a reputation survey, and more than doubled the number of metrics in the ranking, from 6 to 13. THE says its goal is to measure the three main missions of a university: teaching, research and knowledge transfer (for complete details on the methodology, click here).

The ranking clearly favors big research institutions. “Research institutions are the key to the knowledge economy,” Baty says. Thus, for example, six of the eight schools in the Ivy League rank in the top 20 overall, but Brown and Dartmouth, smaller Ivies with fewer postgrad programs, lag well behind, at 55 and 99, respectively. Brown fared poorly when it came to research citations. Dartmouth got dinged for its lack of diversity among students and faculty and low scores for research reputation.

Size wasn’t an issue for California Institute of Technology, ranked No. 2. Enrollment at Caltech was only 2,130 last year, including both undergraduates and graduate students. Yet the school ranked first for citation impact (tied with MIT and Princeton, which ranked Nos. 3 and 5 overall). The school’s focus on sciences and engineering attracts some of the brightest minds in the world. It counts 31 Nobel Prize winners among its alumni and faculty.

The big loser in this year’s ranking is the United Kingdom. There are 29 U.K. schools on the list of 200, but whereas last year the U.K. had eight in the top 50 and three in the top five, the corresponding numbers this year are five and zero. “In previous years some [British] universities have been ranked higher thanks to heritage and reputation rather than academic excellence.”

Baty says that is a “wake-up call” for higher education in the U.K. The government there plays a much bigger role funding higher education than the U.S., but it is contemplating cutting funding up to 30% as it deals with a budget shortfall. The top ranked U.K. schools are the University of Cambridge and University of Oxford, which tied for No. 6.

Other countries well represented in the top 200 include Germany, with 14 schools (although none in the top 40), the Netherlands with 10 (none in the top 100) and Canada with nine (the University of Toronto ranks No. 17 overall).

China leads Asian countries with six schools in the top 200 (Peking University ranks No. 37 overall). “Asians are taking higher education seriously and investing heavily,” Baty says. South Korea has four schools on the list, headed by No. 28 Pohang University of Science and Technology. It spends 2.4% of its GDP on higher ed, third among OECD countries, behind only the U.S. and Canada. THE says that spending has put Korea’s higher education system on par with Japan’s, Hong Kong’s and mainland China’s.
